Heat oven to 400°F (200°C). Thoroughly grease a standard muffin tin.

Combine mashed potatoes, cheddar cheese, Parmesan cheese, eggs, milk, chopped green onions, garlic powder, smoked paprika, salt and pepper in a bowl. Mix until smooth and well incorporated.

Spoon the potato mixture into the greased muffin cups, filling each about 3/4 full.

Bake in preheated oven for 20-25 minutes until the tops are golden brown and the bites are set.

Allow to cool slightly, about 5 minutes, before carefully removing from the muffin tin.
